Uganda gaming licence types: casino, betting and software

Uganda gaming licence types should be checked against the National Lotteries and Gaming Regulatory Board (NLGRB) record, not inferred from an operator’s marketing label. As checked on 8 September 2026, the Board’s current licensed-operators notice records legal operators, trade names, licence classes, operating modes, licence numbers and, for some rows, websites. It does not by itself answer every question about a particular game, domain or product.

The practical test is to match five details: the legal operator, trade name, exact NLGRB licence class, operating mode and licence number. A general betting licence should not automatically be treated as a casino operating licence. A gambling software licence should not automatically be treated as permission to offer games directly to players. Where the notice does not resolve the scope, the responsible next step is to ask the Board for clarification.

What the NLGRB notice establishes

The NLGRB page checked on 8 September 2026 says it was last updated on 1 September 2026 and links a four-page notice of licensed companies for 2026. The notice is useful because it places several identifiers together: the legal operator, trade name, licence class, mode of operation, licence number and, in some cases, a website.

That combination is stronger than a logo, a social-media claim or an unverified licence number copied into a footer. It still has boundaries. A listed website may not settle whether every domain, app, brand or product is covered. A row may also show an operating mode without explaining all technical or game-level permissions. Those questions should remain open unless a dated primary record answers them.

Casino operating licence Uganda: what to verify

For a casino service, first look for the exact casino-related licence class recorded beside the legal operator. Then compare the recorded operating mode with the service being advertised. “Online casino” is a description of a product, not a substitute for the exact class and mode written in the regulator’s notice.

Check whether the legal operator and trade name match the account registration, terms, payment instructions and customer-support identity. Also compare the exact domain, including its spelling and top-level domain, with any website recorded by the Board. The record available on 8 September 2026 includes websites for some rows, not necessarily every possible domain associated with a trade name.

Nothing in the dated records reviewed for this guide establishes a particular casino’s game catalogue, KYC procedure, withdrawal performance, mobile-money arrangement or complaint outcome. Those are separate checks and should not be presented as consequences of a licence class.

A general betting licence should be read exactly as recorded. It is not safe to assume that a general betting permission covers casino games, live casino, virtual games, bingo or gaming machines. Gambling software licence Uganda

A software licence raises a different question from a player-facing operating licence. Software may support gaming systems, but the dated NLGRB notice supplied for review does not, by itself, explain every relationship between a software provider, an operator, a platform and the players using a service.

Do not describe a software licence as proof that a consumer-facing casino or betting brand is licensed unless the legal operator, product, mode and exact domain are separately established. The same caution applies when a brand displays a technology-provider name. A technology relationship is not automatically the same thing as the player-facing operator’s regulatory permission.

Gaming machine and bingo licence checks

For a gaming-machine activity, identify the class and operating mode recorded for the legal operator. For bingo, look for the exact bingo-related wording rather than relying on a general statement that the business is “licensed”. The purpose of this comparison is to avoid collapsing distinct activities into one broad label.

The NLGRB notice checked on 8 September 2026 records licence classes and modes, but the evidence reviewed here does not provide a complete explanatory rulebook for every class. It therefore cannot establish whether a particular machine, bingo product, venue, online service or mixed offering is covered in all circumstances. That unresolved scope should be put to the Board.

Online or land-based: how to read the mode

Operating mode is a separate field from the licence class. Use it as a direct comparison point: record the mode exactly, then compare it with the way the service accepts bets or gaming participation. A website, mobile application or mobile-money payment route may indicate how a service is presented, but does not by itself prove the legal mode recorded by the regulator.

  1. Save the notice date and the relevant row.
  2. Copy the legal operator, trade name, class, mode and licence number without changing the wording.
  3. Compare the exact domain shown in the record, if one is present.
  4. Record any mismatch as unresolved rather than deciding that it is covered.
  5. Ask NLGRB for clarification where the activity or domain does not clearly match.

Does one operator need more than one NLGRB licence?

The records reviewed for this guide establish that the 2026 notice lists licence classes and operating modes. They do not establish a universal rule that one operator must, or need not, hold more than one licence for every combination of casino, betting, software, bingo and gaming-machine activity.

Use the notice to identify the classes actually recorded for the operator. If different activities appear under different rows or classes, do not merge them into a single permission. If one row appears to be used to support several activities, ask NLGRB whether that exact combination is authorised. This approach avoids turning an unresolved regulatory question into a definitive claim.

Age, tax and related checks

NLGRB’s general information, checked on 8 September 2026, explains examples of legal and illegal gambling and states that a person below 25 is a minor for gambling participation. Read the Board’s general information alongside the licence check. Age compliance is a separate issue from licence class: a listed operator still does not remove the need to apply the applicable age rule.
