Source hierarchy

| 1 — primary | Uganda law, regulator notices and official records. | Supports only the fields and date actually published. |
| 2 — authoritative | Government, payment-provider or institutional information. | Does not verify an operator integration without a matching source. |
| 3 — documented reporting | Recognised reporting with named parties or records. | A report is not automatically a final legal finding. |
| 4 — contextual | User reviews, forums, directories and independent comparisons. | Never licensing or safety proof by itself. |
| Discovery | Affgate trends and search demand. | Prioritisation only; no evidentiary weight. |
Scoring sequence
- Normalise and deduplicate discovery entities without publishing proprietary URLs or metrics.
- Resolve the exact domain, legal operator and current local record.
- Capture the primary record and a second honest context source on different hosts.
- Assign a signal strictly from the qualifying basis.
- Publish the evidence limit beside the verdict and retain a correction path.
